Presentation 1: The Next Generation of MTIAs: Case Studies to Support ITE’s Recommended Practice
Presentation 1 Summary:
In January 2023, ITE published its Multimodal Transportation Impact Analysis for Site Development, an ITE publication which superseded ITE’s 2010 publication, Transportation Impact Analyses for Site Development Recommended Practice. This publication sought to modernize the traditional mindset and methodology surrounding transportation impact studies, putting the focus squarely on the “multimodal” aspect of these analyses by offering guidelines and best practices for considering walking, bicycling, and public transit. Now, the ITE Transportation Planning Council is working to prepare supplemental case studies which highlight the challenges, success stories, and lessons learned from agencies around the country that are on the forefront of change, experimenting with emerging and promising practices that deviate from traditional tools, metrics, and methodologies for assessing the transportation impact and responsibility of development projects. The first wave of case studies will feature three innovative jurisdictions—the City of Washington, DC, Montgomery County, MD, and the City of Austin, TX—and is set to be published in the next few months. This presentation seeks to highlight the work that the Transportation Planning Council is doing in partnership with agencies around the country, and to drum up excitement and interest in these publications before their release. Additionally, the presentation will solicit feedback from the audience about other jurisdictions or topics (like VMT, for example) they would like to see featured in the future.

Presentation 2: M Street SE Corridor Safety Project
Presentation 2 Summary:
The M Street SE Corridor Safety Project has been a transformational project for DDOT and the Navy Yard neighborhood. Following the pilot implementation of bus-only lanes in 2020 and the 2021 M Street SE Non-Automotive Mobility Planning Project, DDOT’s Multimodal Project Delivery Division (MPDD) worked with Mead & Hunt to prepare a medium-scale concept for the implementation of permanent multimodal safety improvements along the almost one-mile-long corridor from South Capitol Street to 11th Street SE. From late 2021 through 2022, Mead & Hunt performed a robust concept design and traffic analysis phase, before collaborating with JMT to take the project to 100% design. This corridor starts from S Capitol ST to 11th Street SE, almost a mile long project. Ultimately, the project installed a two-way cycle track with protected left turn signals, installed DC’s first shared two-way bike and bus platforms, created new left turn pockets, closed unsignalized median openings to reduce vehicle and pedestrian conflicts, implemented traffic calming bump-outs at 8th St and M St SE to improve safety, enhanced the existing westbound bus-only lane with more adhesive red paint, and installed a new traffic signal at 7th Street and M Street SE.

Automated Speed Enforcement plays a key role in achieving safe speeds without stressing the resources and safety of our police forces. This presentation will provide a high level view of Vision Zero and the Safe System Approach and detail how automated speed enforcement has been effectively used in PA. We will discuss the use of automated speed enforcement with work zones, high injury corridors, and school bus stop arm bars.
